Heather MacDonald: False Testimony




Heather MacDonald recently testified before the House Judiciary Committee on alleged racial bias in law enforcement. It is not a pretty report (“False Testimony: Sworn statements at a recent congressional hearing on policing veered sharply from the truth; here are the facts”). Here’s her opening and closing paragraphs:

The anti-police narrative depends on suppression of facts, and the duplicity of anti-cop forces reached a shameless new high at a congressional hearing last week. Committee members should sanction the false testimony, given under oath, and publicly correct the record.

The House Judiciary Committee, now controlled by Democrats, had called a hearing to address a “series of deaths of unarmed African-American men while in police custody” as well as the “mistrust between police and marginalized communities.” Throughout the four-hour session, a photo array of blacks killed by the police played continuously on video screens around the room, interspersed with statistics allegedly proving that the police harbor lethal racist bias. Committee chairman Jerry Nadler claimed in his opening remarks that the “frequency of these killings and the absence of full accountability for those responsible send a message to members of the African American community that Black Lives Do Not Matter.” Nadler invoked the deaths of Michael Brown in Ferguson, Missouri, and Freddie Gray in Baltimore, as examples of “police misconduct against African-Americans,” though Barack Obama’s Justice Department found no misconduct in the first case, and criminal charges against the Freddie Gray officers were dismissed either before or after trial.

The Republicans on the committee failed to push back against this narrative of systemic police bias, choosing instead to tell feel-good stories about “our brave men and women in uniform.” Such tales do little to rebut Black Lives Matter ideology, since both statements could be true:  individual officers display heroism, and policing is infected by “structural racism,” in Davis’s words. The only way to dislodge the “endemic racism” argument is to challenge its factual basis directly. I was the only witness at the hearing with the ability to do so, but the Republicans asked me not one question. This is not a matter of personal ego but rather of the public battle of ideas.

The Democratic committee members and their witnesses clearly laid out their agenda should they retake the White House and Senate: mandatory implicit-bias training for cops, a huge waste of money that could be spent instead on tactical and de-escalation training; mandatory racial-profiling data collection, which will be measured, misleadingly, against a population benchmark; racial quotas for police hiring, which require lowered standards; and more federal consent decrees for police departments, which cripple the ability of cops to engage in proactive policing and divert millions of dollars into the pockets of federal monitors. As inimical as these policy items are to effective policing, the narrative that drives them—that the police are a threat to black communities—is more dangerous still. That narrative rests on duplicity, as amply demonstrated at last week’s hearings. Republicans, who invoke patriotism on a regular basis, are doing the country no favors by ceding the criminal-justice narrative to the activists and race-baiters.

A new civil rights agenda

A couple of days ago, I posted a chart demonstrating the radical agenda of Black Lives Matter as it relates to race riots in Charlotte and elsewhere. It’s an important subject in this election season, especially since candidate Donald J. Trump is going where few GOP candidates have gone: into the inner cities to explore a “new civil rights agenda” with black leaders such as Pastor Darrell Scott and Sheriff David Clarke.

Thomas Sowell, an economist and one of my favorite contributors to various blogsites, had an article yesterday at Town Hall entitled ‘Favors’ to Blacks. His comments are particularly on topic as to why a “new civil rights agenda” is in Trump’s platform. Here are some extracts:

Back in the 1960s, as large numbers of black students were entering a certain Ivy League university for the first time, someone asked a chemistry professor -- off the record -- what his response to them was. He said, "I give them all A's and B's. To hell with them."

Since many of those students were admitted with lower academic qualifications than other students, he knew that honest grades in a tough subject like chemistry could lead to lots of failing grades, and that in turn would lead to lots of time-wasting hassles -- not just from the students, but also from the administration.

He was not about to waste time that he wanted to invest in his professional work in chemistry and the advancement of his own career. He also knew that his "favor" to black students in grading was going to do them more harm than good in the long run, because they wouldn't know what they were supposed to know.

Such cynical calculations were seldom expressed in so many words. Nor are similar cynical calculations openly expressed today in politics. But many successful political careers have been built on giving blacks "favors" that look good on the surface but do lasting damage in the long run.

One of these "favors" was the welfare state. A vastly expanded welfare state in the 1960s destroyed the black family, which had survived centuries of slavery and generations of racial oppression.
In 1960, before this expansion of the welfare state, 22 percent of black children were raised with only one parent. By 1985, 67 percent of black children were raised with either one parent or no parent.

A big "favor" the Obama administration is offering blacks today is exemption from school behavior rules that have led to a rate of disciplining of black male students that is greater than the rate of disciplining of other categories of students.

But Washington politicians are on the case. It strengthens the political vision that blacks are besieged by racist enemies, from which Democrats are their only protection. They give black youngsters exemptions from behavioral standards, just as the Ivy League chemistry professor gave them exemption from academic standards.

In both cases, the consequence -- unspoken today -- is "to hell with them." Kids from homes where they were not given behavioral standards, who are then not held to behavioral standards in schools, are on a path that can lead them as adults straight into prison, or to fatal confrontations with the police.

This is ultimately not a racial thing. Exactly the same welfare state policies and the same non-judgmental exemption from behavioral standards in Britain have led to remarkably similar results among lower-class whites there.

If a “new civil rights agenda” honestly confronts such issues and explores real solutions, I am all for it. Some of those real solutions will involve eliminating destructive government interference and shrinking the welfare state. Those are Tea Party values.

After Dallas: More security needed during RNC week

The Dallas shootings were horrific. How many citizens are aware that the murders of 5 cops were in part fueled by a false narrative of the Minnesota shooting that was promoted in the media. The misreporting of those circumstances  amounts to yet another instance of media malpractice.  The media has blood on its hands. 

And now there is more bad news from St. Paul (Black Lives Matter violence) and San Antonio (police under attack). What are the prospects for a violence-free RNC week in Cleveland? Not looking good.

On June 30, the convention committee published a news release that lists the various law enforcement and public safety agencies working on the RNC week. The good news: I am relieved to see that among the participating partners is The Ohio National Guard. I did not see any out-of-state National Guard units on the list, so that remains a question. Nor did I see that Mayor Jackson requested that Gov. Kasich actually activate the Ohio National Guard so they can be in place if/when needed. No good if it takes over 24 hours after the rioting begins to transport and put them where they were needed.

Thus far, I can find no report that the Ohio National Guard has been activated in advance. There is ample precedence for activating National Guard troops in advance for emergency preparations (e.g., here and here). It's my question for Tuesday's meeting at the Convention Center with, among others, CPD.

Trump rallies in Ohio: just who are these protesters?

Gov. John Kasich criticized the Trump campaign for creating a “toxic” environment inthe GOP race for the presidential nomination, blaming the Trump campaign for the thug violence that resulted in a rally being postponed the other day in Chicago. But the thugs are the usual suspects:  MoveOn.org, Black Lives Matter, and Communists, among others (via Gateway Pundit).   

At the Cleveland rally at the IX Center, protesters lined the access road into the parking lot, but a few made it past security and tried to disrupt the rally. They were thrown out, and Trump supporters chanted “Trump. Trump, Trump” while the thugs were removed. No violence. 

As Trump said, it’s not Trump supporters who are disrupting rallies. It’s those who are supporting, in particular, Bernie Sanders.

Ohio Rep. Bill Patmon in the news




A few days ago, Ohio Rep. Bill Patmon (representing the 10th district in Cuyahoga County in the Columbus statehouse) made a speech that is getting picked up at Red State, Lucianne, and other blogsites. Breitbart reported:
Ohio State Representative Bill Patmon (D) declared Black Lives Matter protesters “skipped one place, they should be in front of Planned Parenthood” at a rally at the Ohio Statehouse on Tuesday.
In the speech, video of which was first posted to Dix News’ and the Youngstown Vindicator‘s Statehouse Bureau Chief Marc Kovac’s Capital Blog, Patmon states that his mother would have been a “prime candidate” for an abortion, but chose not to have one.
He later said, “‘What business is it of yours, Mr. Patmon that 56 million unborn –?’ It is my business, especially 17 million of them are black women. 17 million, more than any other population. 17 million…that look, and act, and talk, and would be similar to myself. But, even more than that, they’re Americans, and they’re human beings.”
After saying he doesn’t like the term “African-American” because he’s just an American and there’s “no need for any extras,” Patmon stated that 5,499 abortions that take place in Cuyahoga County, which he represents, and “63% are black women.”
According to CNS News:
In 2014 alone, Planned Parenthood, America’s largest abortion provider, received $528.4 million in taxpayer funding, according to its 2014 annual financial report.

Whether you are Pro-Life or Pro-Choice, the taxpayer should not be subsidizing Planned Parenthood. Lest you think the GOP in DC is on the case, the current legislation being crafted is, according to a blog on American Thinker, merely symbolic, and its sponsors already missed their opportunity to vote on an amendment with teeth in it.
