Ohio Budget; Help Cut Spending in Ohio

Dear Patriots,

As the budget process in Ohio moves forward we want to share some areas where the grassroots groups in Ohio can try to make an impact. Below is a detailed outline on how your group & members can get involved in the process & immediately make an impact.

While many are concentrating on Governor Kasich's proposed budget, we must understand this is only a spending wish list of what Kasich wants from the Ohio Legislature.  We have a choice of stomping our feet over Kasich's requests or we can inject ourselves in the actual budget process as it moves forward.

The Ohio House is in the process of conducting budget hearings on HB 64 (Main Operating Budget FY2016 - FY2017) and will put forth a budget of their own. This is an area where we can inject ourselves and have an immediate impact. As part of this process, Sub Committee's of the OH House Finance Committee are conducting hearings on the requested budgets for the State Boards & Commissions in our state.

There are over 500 State Boards & Commission!

 Your researching the funding and playing an active role in the Boards & Commissions funding process will be welcomed and great help to many of the elected conservative's serving in Columbus.

The first link is for all the State Board & Commissions in Ohio.  In the document, it will list the purpose of the Board/Commission, how many members and how they are funded.  Not all receive funding. (Be aware - the number of boards & commissions we have is staggering!)

In Section D of Kasich "Wish List" you will find a list of State Departments, Boards & Commissions with a corresponding page that will list previous funding & proposed funding.  

Below is an example for the Ohio Arts Council (Pg. D-50)....

Funding Recommendation for 2016 and 2017

 • GRF: Funding for fiscal year 2016 is $12.0 million (or a 5.5% increase from fiscal year 2015). Funding for fiscal year 2017 is $12.5 million (or a 4.2% increase from fiscal year 2016). 

• All Funds: Funding for fiscal year 2016 is $13.5 million (or a 8.2% increase from fiscal year 2015). Funding for fiscal year 2017 is $14.0 million (or a 3.7% increase from fiscal year 2016).

• Review how the budgeted funds are being spent - identify wasteful spending.  Also do Google searches on the specific Board/Commission to find articles regarding how they operate and other areas where the budgeted funds for that Board/Commission are being spent.  Ask - is this spending that should be done by the state?

• Identify which Sub Committee of the Finance Committee that will be hearing budget testimony on your selected Board/Commission under HB 64 (Budget) by contacting the Finance Committee Chairs Rep. • Contact the Chair of the Sub Committee and request that you be added to the email list for all scheduled hearings for that Sub Committee. 

• Identify the date your Board/Commission will be giving budget testimony for their funding. Obtain & review the Board/Commission funding request.  

• Identify the dates of "Interested Party" hearings.  This is the public comment period on proposed funding requests.

• With the research you did on the funding of your selected Board/Commission - present in person testimony on why it should be opposed/decreased at the "Interested Party" hearings.

• Forward the research you conducted with the case on why funding should be opposed and/or decreased and the date of the "Interested Party" hearing on your selected Board/Commission to clevelandteaparty@gmail.com RE: OH Budget.

• We will in turn send the info & Interested Party Hearing date out in mass across the state so groups and individuals can use your research to submit in-person & written testimony to oppose/decrease funding for your selected Board/Commission.

Action Alert: Call Senate GOP Leaders Now! Stop Them From Caving on DHS Funding!

Throughout the election cycle Republicans vowed to do everything they could to stop the President's overreach. 

Now, the Republicans in the Senate under Majority Leader McConnell's guidance are playing games. Bowing to President Obama, Sen. McConnell now plans to bring a bill to the Senate floor that would fully fund the Department of Homeland Security without defunding executive amnesty! 

McConnell is now offering a stand-alone anti-amnesty bill, but the current plan is to vote on it after they pass the DHS funding. This means the vote will be meaningless because it will not be attached to something that must pass Congress and be signed by the president.

Congress has the "power of the purse" and is responsible for serving as a check on the President's actions. We have a very narrow window of time to put a stop to President Obama's executive amnesty, and Congress needs to act now!

Please call Sen. McConnell, the Senate Republican Leadership & Ohio Senator Rob Portman to let them know that you want Congress to defund executive amnesty. 

Remind them of their oath to support and defend the Constitution and urge them to vote on one bill that funds the Department of Homeland Security, while stripping funds from President Obama's unilateral amnesty.

Tell them that the Senate must vote to defund President Obama's amnesty before they vote on a clean DHS appropriations bill.

Action Alert: The Time for True Health Care Freedom in Ohio is NOW!

Now that the elections are over, it is time to get back to work on fighting for our healthcare freedom. With the election night victories by the GOP in the U.S. Senate, now that they have control, there should be no excuses on why they cannot get rid of Obamacare.

After using the often repeated refrain of "Repeal of Obamacare" & "Health Care Freedom" as a fundraising banner since the passage of Obamacare, the GOP must now make good on their promises. 

The health care system in our country was broken prior to Obamacare and Obamacare just made it worse. But even a full repeal of Obamacare will not fix the health care problem we face as a nation.

Freeing us from the chains of Obamacare is not enough - we need true health care freedom and that can only come through the Health Care Compact (HCC).

The Health Care Compact is the only Constitutional option that not only allows states to remove themselves from the chains of federal control, it empowers the member states to address the health care concerns, needs and costs at the state level regardless if Obamacare is repealed or not.

Currently at the federal level Congressman James Lankford (R-OK) has introduced the Health Care Compact (H.J. Res. 110).

To date, nine states have joined the Health Care Compact (Kansas, Oklahoma, Alabama, Georgia, Indiana, Missouri, South Carolina, Texas, and Utah), and legislation has either passed the state legislature or is being considered in 12 additional states.

Ohio is hoping to be the tenth state to pass the Health Care Compact with HB 227 having passed out of the OH House State & Local Government Committee and pending a full vote on the Floor of the OH House.

Having the support of 4 out of 6 in the OH House Majority Leadership, the HCC should be one of the first things on the House agenda when they return to session next week on 11/12/14.

Remaining steadfast in our fight to free Ohio from the chains of Obamacare, the following is an important Update & Action Alert on the Health Care Compact (HB 227) efforts in Ohio.

The Health Care Compact was successfully voted out of the OH House State & Local Government Committee with a recommendation for passage on 4/2/14.

Yesterday we were informed by OH Rep. Wes Retherford, one of the lead co-sponsors of the Health Care Compact (HB 227), that he is hoping the Health Care Compact will be put to a full vote on the House Floor this coming week - possibly as early as this coming Tuesday (5/27/14).

While this is wonderful news, this leaves us with a short time frame to contact our OH Rep's to encourage their support for true health care freedom in Ohio with a yes vote on the Health Care Compact (HB 227).

Earlier this week the House voted to hold former IRS gestapo Lois Lerner in contempt of Congress for her refusal to answer questions in regards to her role in using the IRS to target Liberty & Tea Party groups.

One of the most destructive forces in America emerged 101 years ago when the 16th Amendment to the Constitution went into effect. It gave Congress the ability to levy taxes on the income of working Americans and in the process, gave us the Internal Revenue Service, the most widely reviled agency in all of government.

The IRS was spawned by the need to enforce the income tax and the only way to eliminate this agency is through constitutional change.

If the IRS was just collecting taxes, that would be one thing. But we now know the IRS has engaged in a systematic campaign of intimidation against us and like-minded Americans. It’s time to Dump the IRS.

The amendment, which went into effect in 1913, gives the federal government power to levy an income tax. Yet the Internal Revenue Service has time and time again, abused that power to harass law-abiding citizens with opposing political beliefs – including Tea Party Patriots.

Action Alert: Speaker Boehner & House Need to "Go Big" or "Go Home" on Defunding Obamacare

Patriots, the fight to defund Obamacare is here and now!

In the U.S. Senate, Senator Mike Lee, Rand Paul and Ted Cruz are doing their job and have been leading the charge in the effort to defund Obamacare in any Continuing Resolution talks with the 'Don't Fund It' campaign.  To sign the 'Don't Fund It' petition and for contact information on which GOP Senators REFUSE to support this initiative, click here.  

To date, Senator Rob Portman has refused to support the Don't Fund It Campaign (Click here for more).

In the GOP led House, under Speaker John Boehner's leadership, one would think, that after every single GOP member campaigned against Obamacare to get elected or reelected and to raise campaign donations, they would be overwhelmingly in support of defunding Obamacare.

Sadly this is not the case!

In response to the Defunding of Obamacare through any Continuing Resolution effort of Rep. Mark Meadows that is being supported by the conservative contingent in the House, Speaker Boehner & Rep. Eric Cantor are trying to undermine this effort....

Majority Leader Eric Cantor is trying to thread the needle with a proposal for the continuing-resolution bill that would force the House and the Senate to vote on defunding Obamacare but not make that a requirement for funding the government going forward.

But the plan is already coming under fire by House conservatives who object that it will not use the threat of a government shutdown as leverage to force Democrats to buckle and stop funding the health-care law.

Under the Cantor plan, the House would vote on two measures, the CR and a resolution that amends the CR to defund Obamacare. Both measures would be brought under a rule that allows the Senate to send just the clean CR to the president, but only after they first vote on whether to defund Obamacare. If the Senate voted against defunding Obamacare, they could then pass the clean CR.

Patriots -- it is time for the games in D.C. to stop! It is time for Speaker Boehner and the GOP Congressman to do their job!

In the 2010 election we elected 5 new GOP Congressmen from Ohio -- to date they have failed to do their job and have refused to sign on with Rep. Meadows efforts to defund Obamacare in any Continuing Resolution talks.

To date, only 3 of the 12 GOP Congressman from Ohio that campaigned against Obamacare are supporting the "real" effort to defund Obamacare in any Continuing Resolution talks.

Rep. Chabot, Rep. Wenstrup & Rep. Jordan are the only GOP Congressmen from Ohio that signed Rep. Meadows letter to defund Obamacare in any Continuing Resolution talks.  

Please take the following actions

• Contact Rep Chabot, Wenstrup & Jordan for standing strong against Obamacare.

• Contact the remaining GOP Congressman from Ohio and tell them to do the job they were elected to do. Tell them we want them to support Rep. Meadows effort to defund Obamacare and ask when they will be signing the letter.

• Tell them we DO NOT support the duplicitous tactics of Majority Leader Cantor & Speaker  Boehner to undermine the effort to defund Obamacare in Continuing Resolution talks.

• Tell them to support the legislation being introduced today by Congressman DeSantis & Senator Vitter to eliminate the Obamacare Exemptions for Washington.

Action Alert: Operation Affect Paul Ryan

Patriots, once again, you are being thrown under the bus.... a bus full of illegal immigrants and it is being driven by Congressman Paul Ryan.

This would be the same Congressman Paul Ryan that looked for Tea Party support of his budget plan, the same Vice Presidential candidate Paul Ryan that had his campaign staff reach out to Tea Party groups to attend his campaign events and rallies -- the same Paul Ryan that told you how important you were -- when he needed your vote to get elected.

Congressman Ryan is done using you as a 'tool' and no longer needs the Tea Party. Now that he has his new friend Mark Zuckerberg of Facebook to defend him, he is brushing off our calls telling him to stand strong against illegal immigration and the Senate Immigration Reform bill (S. 744)..... (emphasis added)

The effort to make him switch his position isn’t working: Ryan says he is committed to passing a law to allow 11 million undocumented immigrants to eventually become U.S. citizens.

Ryan, an eight-term congressman, isn’t deterred by the opposition. “I’ve seen it all and I am used to this kind of political activity,” he said in the interview. “It does not surprise me; it doesn’t really affect me.”

That's right Patriots -- Congressman Ryan says he is not affected by your calls, emails, faxes, etc...   Now that he is done needing your support, he is done with needing the inconvenient opinion of the Tea Party.

And in an even bigger slap in the face, at a recent bi-lingual town hall meeting hosted by Congressman Ryan, he doubled down on his commitment for immigration reform to be voted on this year in the House, regardless if they have support or not.....

However, during a bilingual listening session on Friday, Ryan said he wanted all components of immigration reform to be brought up for a floor vote, regardless of whether they ultimately received majority Republican support or not.

“We don’t know if we have a majority until we vote on it,” Ryan explained. He also said he’d been in close consultation with Speaker Boehner about how to proceed with the bill.
